Publication Ethics and Publication Malpractice Statement
Statement of ethics and responsibilities of authors submitting to IASIR journalsThis journal is published as part of the charter of its publisher, the International Association of Scientific Innovation and Research (IASIR) to diffuse and promotes interdisciplinary research in state-of-the-art methodologies and technologies within its areas of expertise. All the journals of the International Association of Scientific Innovation and Research are dedicated to following best practices on ethical matters, errors and retractions. The prevention of publication malpractice is one of the important responsibilities of the editorial board. Any kind of unethical behavior is not acceptable, and the IASIR Journals do not tolerate plagiarism in any form. Authors submitting articles to the IASIR Journals affirm that manuscript contents are original. Furthermore, they warrant that their article has neither been published elsewhere in any language fully or partly, nor is it under review for publication anywhere. For all parties involved in the act of publishing (the author(s), the journal editor(s), the peer reviewers, the society, and the publisher) it is necessary to agree upon standards of expected ethical behavior. The following statement of the ethical standards expected for authors and editors of scientific papers is based on statements prepared by International Association of Scientific Innovation and Research (IASIR). The ethics statements for IASIR journals are based on the Committee on Publication Ethics (COPE) Code of Conduct guidelines available at www.publicationethics.org.
Publication Decisions & AccountabilityThe primary responsibility of an editor will be to edit manuscripts after they have been peer-reviewed. The editor will ensure that revisions have been completed if requested by peer reviewers. The editor will also make sure that manuscripts are grammatically correct, consistent in style, readable, free of plagiarism or other scientific misconduct, and must fulfill the license agreement and copyright transfer policies of IASIR journals. The editor of a journal is responsible for deciding which articles submitted to the journal should be published, and, moreover, is accountable for everything published in the journal. In making these decisions, the editor may be guided by the policies of the journalís editorial board and/or the policies of the publisher, as well as, by the legal requirements regarding libel, copyright infringement, and plagiarism. The editor may confer with other editors or reviewers when making publication decisions. The editor should maintain the integrity of the academic record, preclude business needs from compromising intellectual and ethical standards, and always be willing to publish corrections, clarifications, retractions, and apologies when needed.
The editor should evaluate manuscripts for their intellectual content without regard to race, gender, sexual orientation, religious belief, ethnic origin, citizenship, or political philosophy of the author(s).
ConfidentialityThe editor and any editorial staff must not disclose any information about a submitted manuscript to anyone other than the corresponding author, reviewers, potential reviewers, other editorial advisers, and the publisher, as appropriate.
Disclosure, conflicts of interest, and other issuesThe editor will be guided by COPEís Guidelines for Retracting Articles when considering retracting, issuing expressions of concern about, and issuing corrections pertaining to articles that have been published in IASIR journals.
All reviewers at least are Ph.D. holder. Reviewers must commit to being timely, fair and professional in conducting their reviews. Each reviewer will receive electronic access to article submissions in the IASIR journals and they will need to complete on-line evaluations. They are barred from reviewing articles submitted by professional colleagues employed by the same organization. IASIR journalsí reviewer review at least 1 paper/issue relevant to his/her area and post call for papers to relevant websites. Also it is expected that he/she must refer more reviewers.
Contribution to editorial decisionsPeer review assists the editor in making editorial decisions and, through the editorial communication with the author, may also assist the author in improving the manuscript.
PromptnessAny invited referee who feels unqualified to review the research reported in a manuscript or knows that its timely review will be impossible should immediately notify the editor so that alternative reviewers can be contacted.
ConfidentialityAny manuscripts received for review must be treated as confidential documents. They must not be shown to or discussed with others except if authorized by the editor.
Standards of objectivityReviews should be conducted objectively. Personal criticism of the author(s) is inacceptable. Referees should express their views clearly with appropriate supporting arguments.
Acknowledgement of sourcesReviewers should identify relevant published work that has not been cited by the author(s). Any statement that an observation, derivation, or argument had been previously reported should be accompanied by the relevant citation. Reviewers should also call to the editorís attention any substantial similarity or overlap between the manuscript under consideration and any other published data of which they have personal knowledge.
Disclosure and conflict of interestReviewers should disclose conflicts of interest resulting from direct competitive, collaborative, or other relationships with any of the authors, and avoid cases in which such conflicts preclude an objective evaluation. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage. Reviewers should not consider evaluating manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the submission.
Reporting standardsAuthors reporting results of original research should present an accurate account of the work performed as well as an objective discussion of its significance. Underlying data should be represented accurately in the manuscript. A paper should contain sufficient detail and references to permit others to replicate the work. Fraudulent or knowingly inaccurate statements constitute unethical behavior and are unacceptable.
Originality and plagiarismThe authors should ensure that they have written entirely original works, and if the authors have used the work and/or words of others that this has been appropriately cited or quoted. Plagiarism constitutes unethical scientific behavior and is never acceptable. Proper acknowledgement of the work of others used in a research project must always be given. Further, it is the obligation of each author to provide prompt retractions or corrections of errors in published works.
Multiple, redundant, or concurrent publicationAn author should not in general publish manuscripts describing essentially the same research in more than one journal or primary publication. Parallel submission of the same manuscript to more than one journal constitutes unethical publishing behavior and is unacceptable.
Acknowledgement of sourcesProper acknowledgment of the work of others must always be given. Authors should also cite publications that have been influential in determining the nature of the reported work.
Publication and Authorship PracticesAuthorship should be limited to those who have made a significant contribution to the concept, design, execution or interpretation of the research study. All those who have made significant contributions should be offered the opportunity to be listed as authors. Other individuals who have contributed to the study should be acknowledged, but not identified as authors. The sources of financial support for the project should be disclosed. Authorship should be limited to those who have made a significant contribution to the conception, design, execution, or interpretation of the reported study. All those who have made significant contributions should be listed as coauthors. Where there are others who have participated in certain substantive aspects of the research project, they should be named in an Acknowledgement section. The corresponding author should ensure that all appropriate coauthors (according to the above definition) and no inappropriate co-authors are included in the author list of the manuscript, and that all co-authors have seen and approved the final version of the paper and have agreed to its submission for publication. All co-authors must be clearly indicated at the time of manuscript submission. Requests to add co-authors after a manuscript has been accepted will require approval of the editor.
Hazards and human or animal subjectsIf the work involves chemicals, procedures, or equipment that has any unusual hazards inherent in their use, the author(s) must clearly identify these in the manuscript. Additionally, manuscripts should adhere to the principles of the World Medical Association (WMA) Declaration of Helsinki regarding research study involving human or animal subjects.
Disclosure and conflicts of interestThere are many professional activities of physicists that have the potential for a conflict of interest. All authors should disclose in their manuscript any financial or other substantive conflict of interest that might be construed to influence the results or their interpretation in the manuscript. All sources of financial support for the project should be disclosed. It should be recognized that honest error is an integral part of the scientific enterprise. It is not unethical to be wrong, provided that errors are promptly acknowledged and corrected when they are detected.
Fundamental errors in published worksWhen an author discovers a significant error or inaccuracy in his/her own published work, it is the authorís obligation to promptly notify the journalís editor or publisher and cooperate with them to either retract the paper or to publish an appropriate correction statement or erratum. Editorial autonomyIASIR is committed to working with editors to define clearly the respective roles of publisher and of editors in order to ensure the autonomy of editorial decisions, without influence from advertisers or other commercial partners.
Peer ReviewPeer review provides advice concerning research proposals, the publication of research results and career advancement of colleagues. It is an essential component of the scientific process. Peer review can serve its intended function only if the members of the scientific community are prepared to provide thorough, fair and objective evaluations based on requisite expertise. Although peer review can be difficult and time-consuming, scientists have an obligation to participate in the process. Privileged information or ideas that are obtained through peer review must be kept confidential and not used for competitive gain.
Intellectual property and copyrightWe protect the intellectual property and copyright of IASIR Journals, its imprints, authors and publishing partners by promoting and maintaining each articleís published version of record. IASIR ensures the integrity and transparency of each published article with respect to: conflicts of interest, publication and research funding, publication and research ethics, cases of publication and research misconduct, confidentiality, authorship, article corrections, clarifications and retractions, and timely publication of content.
Scientific misconductIn cases of alleged or proven scientific misconduct, fraudulent publication, or plagiarism the publisher, in close collaboration with the editors, will take all appropriate measures to clarify the situation and to amend the article in question. This includes the prompt publication of a correction statement or erratum or, in the most severe cases, the retraction of the affected work.
Changes to authorshipThis policy concerns the addition, deletion, or rearrangement of author names in the authorship of accepted manuscripts. Note that journals published by IASIR may have different policies. Before the accepted manuscript is published in an online issue: ē Requests to add or remove an author, or to rearrange the author names, must be sent to the Journal Manager by the corresponding author of the accepted manuscript, and must include: 1. The reason the name should be added or removed, or the author names rearranged 2. Written confirmation (e-mail, fax, letter) from all authors that they agree with the addition, removal or rearrangement. In the case of addition or removal of authors, this includes confirmation from the author being added or removed ē Requests that are not sent by the corresponding author will be forwarded by the Journal Manager to the corresponding author, who must follow the procedure described above.
Note that:ē Journal Managers will inform the Journal Editors of any such requests ē Publication of the accepted manuscript in an online issue is suspended until authorship has been agreed ē After the accepted manuscript has been published in an online issue: Any requests to add, delete or rearrange author names in an article published in an online issue will follow the same policies as noted above and may result in a corrigendum.
